If you restart the computer and can get it to start in safe mode it will bypass the software, atleast at my school.

At my school all the computers are networked. They all share drivers from a main office somewhere at district level. If I do this bypass thing I can get into the districk and delete printer drivers, then no printers work.

Isn't there a bill that is trying to remove these filters?

at my old high school, if we looked at bad sites, it reported it *somehow* to administration.
You had to make sure you were going on good sites. Damn all those google searches that went wrong.
One kid got expelled for looking at kiddy porn.

My Cisco instructor had really dumb admins at his high-school. They used a coaxial bus network, meaning that if anyone unplugged the network cord from the back of their computer, the entire network went down. He told our class that the network was almost never up.
